Although there was an event on Sunday, Near West Side Partners launched its first Near West Side Week with a mural unveiling and park groundbreaking event Monday at the State Theater, 2612-16 W. State St.
Around noon a group of dignitaries – including Alds. Robert Bauman and Michael Murphy, and Near West Side Partners Executive Director Keith Stanley – grabbed golden shovels and broke ground on Music Park, the first phase of a plan to bring life back to the old State Theater.
The park will include a stage for live music, planters and outdoor seating for a cafe planned for the small building situated between the park and the theater.
An overhead door will be added to the cafe building to connect it to the park.
"It will start to be built this year, through the winter," says Dmitri Pochtarev, aka Dima, a volunteer who is currently serving as executive director on the project. "If they don't finish the concrete work in the winter before the snow hits, then they'll finish it early spring."
A new music-themed mural – by Milwaukee artist Brad Bernard – attached to the exterior wall of the planned cafe was also unveiled on Monday.
Quorum Architects designed the park, which will be built by Selzer-Ornst Construction.
"We want to start activating this area right away next year," says Dima, who adds that fundraising is underway to white box the cafe building until construction on that phase can begin.
Getting the cafe ready for a tenant is a key step in the plan.
"We have somebody interested, so we're pushing to get this done because once they can get in, there's some leaseable cashflow that makes it more viable," says Dima.
"Our biggest raise right now is $120,000 to get the State Theater onto the (National Register of Historic Places), because once that happens, a corporation can buy the tax credits. There's a lot of engineering and (other work) that goes into that."
Pochtarev estimates those credits are worth in the area of $1.3 million.
"Once we can raise the $120,000 to designate this as historic, a corporation partners with us and that's really the big jump to move on to the theater."
Because these steps still need to be taken there is currently no solid timeline on beginning renovation of the long-vacant theater, which suffered a fire in March 2017.
In November 2018, a group of entities lent support to a plan of convert the old theater into a new venue called The New State that would have performance space, recording studios and other facilities.
They asked the city to delay a planned razing of the structure. Later, the city approved the transfer of the long-vacant building, giving the theater to the organizers, along with the roughly $32,000 it would have spent on demolition.
The money was used for asbestos remediation and other work.
Dima says the roof has been patched to prevent water infiltation.

Born in Brooklyn, N.Y., where he lived until he was 17, Bobby received his BA-Mass Communications from UWM in 1989 and has lived in Walker's Point, Bay View, Enderis Park, South Milwaukee and on the East Side.
He has published three non-fiction books in Italy – including one about an event in Milwaukee history, which was published in the U.S. in autumn 2010. Four more books, all about Milwaukee, have been published by The History Press.
With his most recent band, The Yell Leaders, Bobby released four LPs and had a songs featured in episodes of TV's "Party of Five" and "Dawson's Creek," and films in Japan, South America and the U.S. The Yell Leaders were named the best unsigned band in their region by VH-1 as part of its Rock Across America 1998 Tour. Most recently, the band contributed tracks to a UK vinyl/CD tribute to the Redskins and collaborated on a track with Italian novelist Enrico Remmert.
He's produced three installments of the "OMCD" series of local music compilations for OnMilwaukee.com and in 2007 produced a CD of Italian music and poetry.
In 2005, he was awarded the City of Asti's (Italy) Journalism Prize for his work focusing on that area. He has also won awards from the Milwaukee Press Club.
He has be heard on 88Nine Radio Milwaukee talking about his "Urban Spelunking" series of stories, in that station's most popular podcast.
